French tarragon chicken - a family favourite - My French Country Home

The very first time I tasted French tarragon chicken, I was a student in the South of France. ? A family I knew there invited me for Sunday lunch, and after delicious appetizers and a light first course, Madame brought in a large plate of 'poulet ? l'estragon' .... mmmm! ? The perfume wafting up from the dish was extraordinary, and after the meal she kindly shared her recipe with me.

The next morning I was out to market and bought my first ever pot of tarragon, which grew happily on my small terrace and provided me with leaves for this recipe and many others during my whole student year there.? To this day, I have kept the habit of having fresh herbs to hand all through the year.

?Tarragon chicken is served with a creamy sauce.? Some people like to add mushrooms to the sauce, I am happy to let the flavour of the tarragon dominate.

Inevitably for such a traditional dish, each family has their own way of preparing the chicken.? Many people use chicken pieces, or even diced chicken breasts.? I like to stick to Madame's recipe, using the whole chicken, which gives a much deeper flavour.

To make a Poulet ? l'Estragon for four to six people you will need :

one good sized chicken, preferably with the liver

a large bunch of tarragon

100grams or 3 oz of ground almonds

2 shallot onions

1 glass of white wine

half cube of chicken stock

i cup of thick fresh cream

40grams or 1 oz butter

salt and pepper

Rince the tarragon and dry carefully.? Peel and chop the shallot onions.? Mix the chicken liver with about 20 tarragon leaves, salt and pepper, and use to stuff the inside of the chicken.

If you are lucky enough to own a big le Creuset casserole oven dish, then this is the moment to use it!

Heat half of the butter in a deep ovenproof pan and gently cook the shallot onions, stirring until they are transparent.? Remove from the pan.? Use the rest of the butter in the pan to gently brown the chicken on all sides.

Pour in the white wine, and a small cup of water.? Add the shallots, the chicken stock cube, a couple of branches of tarragon and? salt and pepper. ?? Cover the pot and leave to cook over a gentle heat for a good hour, depending on the size of the chicken.

Once cooked, remove the chicken from the pot, leave to rest for a few minutes before cutting up.? Be sure to keep the chicken warm while you make the sauce.

Collect any juices that have come from the chicken as you cut it up.? Add to the cooking pan, along with the ground almonds, and the fresh cream.? Cook briskly for about 3 minutes, stirring all the time.? Add the remainder of the tarragon, cut finely.

Pour your beautiful sauce over the chicken and serve at the table.? This dish is often accompanied by rice, in this house the preference goes to tiny saut? potatoes and a good green salad.

A hot air balloon carrying foreign tourists caught on fire while it was in the air near Egypt's ancient city of Luxor, killing 19 people, officials said Tuesday.

During an aerial tour of Egypt's ancient Valley of the Kings, a hot air balloon exploded and fell to the ground in a fiery crash, killing multiple tourists on board. NBC's Ayman Mohyeldin reports.

The blazing balloon crashed to the ground early Tuesday morning, Gen. Mamdough Khaled, director of security for Luxor Governorate said in a statement, according to initial reports.

Khaled said that Luxor International Hospital had received 19 badly burned bodies. Health officials initially said 18 people died, but later said one injured person had succumbed to their injuries.

Ahmed Aboud, who runs another balloon company and acts as a spokesman for balloon operators in the area,?and Khaled said two people survived. Khaled said both were in critical condition.

There were conflicting accounts of the accident itself.

Aboud said that gas tanks caught fire and ignited the balloon at about 1,000 feet.

But an eyewitness, who did not want to be identified, said the balloon was about 12 feet off the ground when a landing rope was thrown to people on the ground. As they grabbed it, the rope wrapped around a gas container, which broke and a fire then started, the witness said.

People 'like balls of fire'
The witness estimated the balloon then ?shot up 500 meters" (1,640 feet) and the pilot "jumped out as it was going up.?

?Eight people jumped and they were like balls of fire, some were alive when they landed, but then died on the ground, then the balloon went up and down again and swept along, then a second explosion occurred when another gas canister exploded,? he added.

Another eyewitness told al-Jazeera television that the balloon was ?like a fireball when it went up.?

One Egyptian was killed, Health Minister Mohamed Mostafa Hamed told Reuters, listing the other victims as tourists from Japan, China, France, Britain and Hungary. Earlier, officials had said all the dead were foreigners.?

A U.S. Embassy spokesperson said that no Americans were among the victims, citing information from local police. ?

Thomas Cook Group, a major British travel company, said four of its customers on a seven-day holiday had opted to go on the balloon ride and three had died. A fourth remained in a hospital Tuesday.

"We recommend a number of suppliers" after vetting them, Thomas Cook spokeswoman Emma Staples said. "This one [the balloon company] would have been deemed a reputable supplier."

Peter Fankhauser, Thomas Cook's chief executive, called the accident "a terrible tragedy" and said in a statement that the company was sending counseling teams to Luxor. It has stopped promoting and selling balloon flights there while an investigation is conducted, he added.?

Konny Matthews, assistant manager of Luxor's Al Moudira hotel, told Reuters by phone that she heard a boom around 7 a.m. (12 a.m. ET).

"It was a huge bang. It was a frightening bang, even though it was several kilometers away from the hotel," she added. "Some of my employees said that their homes were shaking."?

A team of investigators was sent to Luxor, authorities said, and a moratorium was imposed on balloon flights.?

The site of the accident has seen past crashes. In 2009, 16 tourists were injured when their balloon struck a cellphone transmission tower. A year earlier, seven tourists were injured in a similar crash.

Egypt's tourism industry has been decimated since the 18-day uprising in 2011 against autocrat leader Hosni Mubarak and the political turmoil that followed and continues to this day.

Luxor's hotels are currently about 25 percent full in what is supposed to be the peak of the winter season.

World's postal services struggle with lower demand

OTAKI, New Zealand (AP) ? Sandra Vidulich is so excited about the leather boots she ordered through Amazon that she rips open the box in front of the postman and tries them on.

"I looove them," she declares, as the driveway at her tree-lined home in rural New Zealand briefly becomes a catwalk. "They're cool."

For now, a boom in Internet shopping is helping keep alive moribund postal services across the developed world. But the core of their business ? letters ? is declining precipitously, and data from many countries indicate that parcels alone won't be enough to save them. The once-proud postal services that helped build modern society are scaling back operations, risking further declines.

The United Kingdom is preparing to wash its hands of mail deliveries entirely by selling the Royal Mail, which traces its roots back nearly 500 years to the reign of King Henry VIII.

The U.S. Postal Service sparked uproar this month when it announced plans to stop delivering letters on Saturdays. New Zealand is considering more drastic cuts: three days of deliveries per week instead of six.

It's only in the past few years that postal services have truly felt the pinch of the Internet. Revenues at the USPS, which delivers about 40 percent of the world's mail, peaked in 2007 at $75 billion.

But the decline since then has been rapid. USPS revenue in 2012 fell to $65 billion, and its losses were $15.9 billion. It handled 160 billion pieces of mail that year, down from 212 billion in 2007. And it had slashed its workforce by 156,000, or 23 percent.

Elsewhere, the news is just as grim. La Poste in France estimates that by 2015, it will be delivering 30 percent fewer letters than it did in 2008. Japan last year delivered 13 percent fewer letters than it did four years earlier. In Denmark, the postal service said letter volumes dropped 12 percent in a single year.

The Universal Postal Union, which reports to the United Nations, estimates that letter volumes worldwide dropped by nearly 4 percent in 2011 and at an even faster clip in developed nations. Developed countries closed 5 percent of their post offices in 2011 alone.

And while Internet shopping continues to grow, postal services that once profited from their monopoly on letters find themselves competing for parcels against private companies like FedEx.

U.S. Postmaster General Patrick Donahoe, in an interview with The Associated Press, said he doesn't believe the service can ever regain the revenue from packages it has lost from letters. He said axing Saturday mail deliveries, while keeping six-day-a-week package deliveries, will save the service about $2 billion a year.

Donahoe said he thinks ending Saturday letter deliveries will keep the USPS a solid proposition for years to come.

"People still go to their mailbox every day and they wait for their mail to come," he said. "It's part of American life."

And it has been since the beginning. The postal service's role was defined in the Constitution, and Benjamin Franklin was the first postmaster general. The short-lived Pony Express achieved an enduring place in American folklore. Even the modern system of highways and airline travel grew from pioneering routes developed by the postal service.

"It's easy to forget how central this institution was to commerce, public life, social affairs," said Richard John, a Columbia University professor who has written a book on the postal service. "It was once very, very important. Of course, that was then and this is now."

Even now, however, much depends on the post office. According to the Envelope Manufacturers Association, the postal service is at the core of a trillion-dollar mailing industry in the U.S. that employs more than 8 million people.

And for delivering a paper letter cheaply, there is simply no alternative. If rural residents were ever charged the actual cost of mail rather than the subsidized standard rate, John said, the costs would be prohibitive.

The value of the mail goes beyond money in many places, including rural New Zealand. The postal carrier serves as a focal point for the community.

John Lahmert, the postman who delivered the boots, has been delivering mail to farms around the North Island town of Otaki for 18 years. The 72-year-old independent contractor seems to know everybody on his route and doesn't mind stopping for a chat.

Noeline Saunders greets him at the gate, wondering if her citrus trees have arrived. Not yet, Lahmert tells her. Barry Georgeson, a semi-retired farmer, calls out a greeting and wanders down to pick up his letters.

"We don't like change," Georgeson said when asked about the possibility of mail coming just three times a week. But he said he could learn to live with it.

Many seemed resigned to a reduced service.

"I think people can genuinely understand that the world is changing," said New Zealand Prime Minister John Key. "And while some people are still very reliant on the mail, for a lot of people that's a fraction of the way they receive information."

About 7 in 10 Americans said they'd favor axing Saturday deliveries if it allowed the post office to deal with billions of dollars in debt, according to a poll by The New York Times and CBS News.

Some countries, including Australia, Canada and Sweden, have already cut deliveries to five days a week. Others are tinkering with partial privatizations.

Exactly what Britons might expect under a privatized service remains unclear. Some speculate it could mean cutbacks.

Royal Mail's Chief Executive Moya Greene declined to comment for this story: "We're simply not doing interviews about the planned sale," spokesman Mish Tullar wrote in an email.

In policy documents, the UK government said six-day-a-week deliveries and standardized letter prices remain vital but that private investors will provide more financial stability than "unpredictable" taxpayer funding.

While letter volumes are falling in developed nations, the reverse is true in some developing countries. In China, mail deliveries are up 56 percent since 2007, driven by a more than fourfold increase in premium express mail, according to figures from China Post.

Yet people in China are accustomed to having their mail show up late or disappear altogether. As Internet use increases in the developing world, mail may never become as essential as it has been elsewhere.

Not everybody is ready to give up on letters. Reader's Digest sends out about 500,000 pieces of mail each week to people in Australia, New Zealand, Singapore and Malaysia as it tries to entice them to buy its merchandise.

"A lot of players are going for a digital strategy, and fewer are doing the direct-mail approach," said Walter Beyleveldt, managing director for the Asia Pacific region. "Because of that, the mailbox will get emptier. It will potentially become an exciting place to go and look."

New Zealanders, however, may be looking there half as often as early as next year, if proposed changes to the New Zealand Post's charter are approved.

The government is accepting public comments until mid-March. A quarter of those received so far were mailed in, a rate considered unusually high.

Deadly storm dumps snow in North, rain in South

Hurricane force winds blew into Texas creating a 'historic' blizzard and whiteout conditions in the Texas-Oklahoma panhandle. Kansas also saw its share of snow as the storm blew north, and blizzard warnings are in effect. The Weather Channel's Mike Seidel reports.

A powerful winter storm continued to hit much of the country Tuesday, with heavy snow spreading from the Plains to the Great Lakes and severe thunderstorms possible in the South, forecasters warned.

The National Weather Service said the storm would ?continue to bring a variety of hazards? to the affected areas. Winds have been gusting up to hurricane strength, with 84 mph recorded at El Paso, Texas.

The storm was blamed for at least two deaths on Monday: Heavy snow caused a roof of a house in Woodward, Okla., to collapse, killing one person inside, and in northwest Kansas, a 21-year-old man was killed when his SUV overturned on an icy patch of Interstate 70. A third death was reported on Tuesday, after a female passenger died in a pickup truck accident on an icy strip of road overnight. Three others were injured in the accident.

Authorities pleaded with people to stay off the roads because of what Weather Channel meteorologist Greg Postel described as a ?really nasty blizzard.?

The NWS said that heavy snow would spread from the Plains to the Great Lakes, with ?blizzard conditions possible through early Tuesday.?

?On the south side of the storm system, severe thunderstorms and heavy rainfall are possible across portions of the Gulf Coast and Southeast,? it added.

Severe thunderstorms and the threat of heavy rainfall remained possible over sections of the southeastern states and the Gulf Coast on Tuesday, the NWS said, as the south side of the storm system moved through the area.

In a storm summary message posted at 4 a.m. ET, the weather service said blizzard warnings were in effect for parts of central northern Oklahoma with storm watches and warnings in effect for some places from central Oklahoma into the southern Great Lakes.

In Chicago, the wintry mix could affect voter turnout in the special primary to replace former Congressman Jesse Jackson, Jr., in the Illinois 2nd District. As much as five inches of slushy snow was expected in the city?s southern suburbs, and a storm watch has been issued for the northern part of the state.

Drivers attempt to deal with tricky conditions on the I-40 service road Monday after a blizzard blasted Amarillo and the Texas Panhandle.

Storm watches and warnings were also in effect for portions of the Appalachians, mid-Atlantic and Northeastern states, while ice storm warnings and freezing rain advisories were in effect for parts of West Virginia.

The NWS warned of high winds in the Appalachians in Tennessee, North Carolina and southern Virginia.

In Texas, residents discovered that even their snowdrifts are bigger as they began to dig out from a whopping 19 inches of snow in Amarillo that stranded as many as 100 motorists in the Panhandle and caused Gov. Rick Perry called out military forces.

Farther south, there were flood and flash-flood warnings and watches for ?much of the Gulf Coast and southeast U.S. from Louisiana to Georgia.?

Flood watches were also in effect for parts of the mid-Atlantic Region, the NWS notice added, as rain was expected throughout the greater Washington, D.C., area on Tuesday. The mix of rain and wind was expected to begin by noon, picking up through?the later part of the day. Meteorologists warned people should expect more rain than sleet as temperatures were likely to remain above freezing. The rain should move out of the area by Wednesday morning, and might yield to sunny skies later in the afternoon.

Commuters in New York City and the tri-state area should also expect to see a late-afternoon cocktail of rain, sleet, and snow. The worst of the storm was likely to hit overnight, though morning commuters might also catch the tail of the storm on Wednesday, forecasters said. As much as six inches of snow could accumulate at higher elevations inland.

What does Carnival owe for 'nightmare' cruise? Not much

What does a cruise line owe you when your dream vacation turns into a nightmare? As passengers who were trapped aboard the ill-fated Carnival Triumph for five days earlier this month are going to learn ? it?s not very much.

The cruise line has very limited liability even when things go terribly wrong. This is all spelled out in the ticket contract.

?The Carnival passenger contract is standard,? said Steve Danishek, a travel industry analyst based in Seattle. ?They protect the cruise lines from all sorts of liability and make it incredibly difficult for a passenger to take any legal action against them.?

Carnival?s ticket contract specifically bans class action lawsuits.

?All disputes other than personal injury, illness or death must go through arbitration and they get to choose the arbitration company,? said Professor Martin Davies, director of the Tulane Maritime Law Center. ?That means if your claim is simply, ?you ruined my vacation,? then this has to go to arbitration.?

And that arbitration hearing will be in Miami, where Carnival is headquartered. This may discourage people from going this route, but experts tell NBC News it?s perfectly legal.

A Miami law firm that specializes in maritime cases has filed a class action lawsuit in U.S. District Court in Florida against Carnival Corp. on behalf of all of the passengers on board the Carnival Triumph during its fateful cruise earlier this month.

The suit alleges Carnival was negligent because it allowed hazardous conditions ?to exist on its vessel which it knew or should have known was likely to cause injury, harm and damages to its passengers.?

The class action complaint claims passengers were given ?spoiled or rotting food that was unfit for reasonable safe human consumption, and were generally forced to live in squalid conditions that created a severe risk of injury, illness and/or disease.? The lawsuit alleged that the ?unbearable? conditions ?caused numerous passengers to vomit and/or become nauseous.?

The suit specifically asks the court to rule Carnival?s ban on class action claims to be null and void in this case because of the cruise line?s alleged negligence.

Carnival?s public relations manager, Aly Bello-Cabreriza, said the company cannot comment on pending litigation.

University of Washington Law Professor Anita Ramasastry said it will be an uphill battle for the passengers who file lawsuits.

?There is a chance a court would say that the arbitration clause and the class action waiver are unconscionable, especially for people who got sick because of the conditions on the ship,? she said. ?But that?s unlikely when you look at what?s been done in other cases.?

Compensation for a lousy cruise
Carnival says it will give all of the 3,000 Triumph passengers a refund for their trip and transportation expenses. Everyone will also get $500 and a future cruise credit equal to what they paid to be on the ship.

In a statement on its website, the company also promised to reimburse everyone for all shipboard purchases made during the voyage, except gift shop and casino charges or art purchases.

This may not be enough to appease the angry passengers, but it is significantly more than the company was required to do for them based on the contract. According to clause 7(c):

?Carnival has the right without previous notice to cancel this contract at the port of embarkation or any time during the voyage and shall thereupon return to the Guest, if the Contract is completely canceled, his passage money, or, if the Contract is partially canceled, a proportionate part thereof. Under such circumstances, Carnival shall have no further liability for damages or compensation of any kind.

?Carnival could have pulled the ship to the nearest port, gotten everybody off and that would have been it,? Danishek explained. ?They would have owed nothing but a partial refund because they would have performed to the terms of the contract.?

Very few people read the contract they get when buy a ticket on a boat, plane or train or rent a car. These companies all have tightly written contracts that are designed to protect them from you.

Women's iron intake may help to protect against PMS

Feb. 26, 2013 ? Women who reported eating a diet rich in iron were 30 to 40 percent less likely to develop pre-menstrual syndrome (PMS) than women who consumed lower amounts, in a study reported this week by researchers at the University of Massachusetts Amherst School of Public Health and Health Sciences and Harvard. It is one of the first to evaluate whether dietary mineral intake is associated with PMS development.

Senior author Elizabeth Bertone-Johnson and others at UMass Amherst, with lead author Patricia Chocano-Bedoya and colleagues at Harvard, assessed mineral intake in approximately 3,000 women in a case-control study nested within the prospective Nurses' Health Study II. Participants were free from PMS at baseline. Results appear in the early online edition of the American Journal of Epidemiology.

Women in the study completed three food frequency questionnaires over the 10-year study period. After 10 years, 1,057 women were diagnosed with PMS and 1,968 remained free from PMS. Adjusting for calcium intake and other factors, the researchers then compared previous mineral intake reported by the women diagnosed with PMS with that of women who had few or no menstrual symptoms.

"We found that women who consumed the most non-heme iron, the form found primarily in plant foods and in supplements, had a 30 to 40 percent lower risk of developing PMS than women who consumed the lowest amount of non-heme iron," says Bertone-Johnson. Women in the highest intake group for non-heme iron had a relative risk of PMS of 0.60 compared to women in the lowest intake group.

She adds, "We also saw some indication that high intake of zinc was associated with lower risk. In contrast, we were somewhat surprised to find that women consuming the highest amount of potassium had a higher risk of being diagnosed with PMS than women consuming the lowest amount of potassium. In general, results for minerals from food sources and minerals from supplements were similar."

Overall, "Our findings need to be replicated in other studies. However, women at risk for PMS should make sure they are meeting the RDA for non-heme iron and zinc."

"The level of iron intake at which we saw a lower risk of PMS, roughly greater than 20 mg per day, is higher than the current recommended daily allowance (RDA) for iron for premenopausal women, which is 18 mg per day," Bertone-Johnson says. This amount may be obtained in 1 to 1.5 servings per day of iron-fortified cereal or with supplements.

"However, as high iron intake may have adverse health consequences, women should avoid consuming more than the tolerable upper intake level of 45 mg per day unless otherwise recommended by a physician," she notes. Iron may be related to PMS because it is involved in producing serotonin, a neurotransmitter that helps to regulate mood, she and colleagues point out.

The unexpected finding of higher PMS risk with high potassium intake, even at levels below current recommendations of 4,700 mg per day, may be related to potassium's role in regulating fluid balance in the body. It may affect PMS symptoms such as swelling in the extremities and bloating by affecting fluid retention. "More studies of potassium and menstrual symptoms are needed to better understand this," they say.

"The level of zinc intake at which we saw suggestion of a lower risk of PMS, greater than 15 mg per day, was also higher than current recommendations of 8 mg per day. However, as high zinc intake may also have adverse health consequences, women should avoid consuming more than the tolerable upper intake level of 40 mg per day unless recommended by a physician."

Intake of other minerals, including magnesium, copper, sodium and manganese were not associated with PMS risk, the authors point out.

UK credit downgrade provokes call for change

LONDON (AP) ? The man in charge in Britain's economy says he won't change direction despite a rating agency's decision to downgrade the nation's credit rating and he spurned renewed calls from the opposition for more stimulus for a flat-lining economy.

Treasury chief George Osborne declared that the action by Moody's Investors Service redoubled his commitment to the government's police of cutting spending in an effort to reduce deficits.

But Labour Party spokesman Ed Balls said Saturday that the government should increase borrowing to give immediate stimulus to the economy.

Announcing the downgrade one notch from the top AAA to AA1 on Friday, Moody's said sluggish growth and rising debt were weakening the British economy's medium-term outlook.

Osborne had once boasted of the triple AAA rating as validating his policy, but he soft-pedaled its importance as a downgrade became increasingly likely. Two other major rating agencies ? Fitch and Standard & Poor's ? have Britain still at AAA but on negative watch.

Howard Archer, chief European economist for IHS Global Insight, said the expectation of a downgrade "may actually mean that there is little negative economic impact from the move."

"The negative impact for the U.K. is also likely to be limited by the fact that there are now very few countries left that have a AAA rating from all of the credit rating agencies," Archer said.

Public sector borrowing remains stubbornly high, and is forecast by the government's Office for Budget Responsibility to be around 120 billion pounds ($182 billion) for the year ending in April, little changed from the previous year.

The U.K. economy stagnated in 2012, with just one quarter of growth.

Osborne said in a statement that the downgrade was "a stark reminder of the debt problems facing our country," with a debt accumulated over the years exacerbated by Europe's economic crisis.

"We will go on delivering the plan that has cut the deficit by a quarter, and given us record low interest rates and record numbers of jobs," Osborne said.

Balls charged that Osborne was incapable of admitting a mistake.

"The plan has not worked," Balls said.

"I think the prime minister (David Cameron) is going to have to ask himself, 'how do I get change in our economic policy for the good of the nation?'" Balls added.

The website went live today February 22, 2013. The address is j-tradeafrica.org.

The group brings together journalists from the continent who will report on trade matters, share information and disseminate the same to their readers and viewers in their respective countries.

Formed by a resolution at the Second Africa Trade Forum, organised by the Africa Trade Policy Centre (ATPC) of the United Nations Economic Commission for Africa (UNECA) in Addis Ababa, Ethiopia, September 2012, the network?s objective is to promote the trade and development agenda across the continent.

The website according to Interim President of the network, Mr. Emmanuel K. Dogbevi of Ghana, will serve as the platform for sharing information on trade and development issue on the continent as well as promoting the integration of the continent.

NEW YORK (Reuters) - U.S. stocks rose on Friday as Dow component Hewlett-Packard surged on strong results and Ben Bernanke's reported comments eased fears the Fed would curtail stimulus measures.

The Dow Jones industrial average shot up 119.95 points, or 0.86 percent, to end unofficially at 14,000.57. The Standard & Poor's 500 Index advanced 13.18 points, or 0.88 percent, to finish unofficially at 1,515.60. The Nasdaq Composite Index climbed 30.33 points, or 0.97 percent, to close unofficially at 3,161.82.

But for the week, stocks ended mixed: The Dow edged up 0.1 percent, while the S&P 500 slipped 0.3 percent and the Nasdaq lost nearly 1 percent.

A new climate model predicts an increase in snowfall for the Earth's polar regions and highest altitudes, but an overall drop in snowfall for the globe, as carbon dioxide levels rise over the next century.

The decline in snowfall could spell trouble for regions such as the western United States that rely on snowmelt as a source of fresh water.

The projections are the result of a new climate model developed at the National Oceanic and Atmospheric Administration (NOAA) Geophysical Fluid Dynamics Laboratory (GFDL) and analyzed by scientists at GFDL and Princeton University. The study was published in the Journal of Climate.

The model indicates that the majority of the planet would experience less snowfall as a result of warming due to a doubling of atmospheric carbon dioxide. Observations show that atmospheric carbon dioxide has already increased by 40 percent from values in the mid-19th century, and, given projected trends, could exceed twice those values later this century. In North America, the greatest reductions in snowfall will occur along the northeast coast, in the mountainous west, and in the Pacific Northwest. Coastal regions from Virginia to Maine, as well as coastal Oregon and Washington, will get less than half the amount of snow currently received.

In very cold regions of the globe, however, snowfall will rise because as air warms it can hold more moisture, leading to increased precipitation in the form of snow. The researchers found that regions in and around the Arctic and Antarctica will get more snow than they now receive.

The highest mountain peaks in the northwestern Himalayas, the Andes and the Yukon region will also receive greater amounts of snowfall after carbon dioxide doubles. This finding clashes with other models which predicted declines in snowfall for these high-altitude regions. However, the new model's prediction is consistent with current snowfall observations in these regions.

The model is an improvement over previous models in that it utilizes greater detail about the world's topography the mountains, valleys and other features. This new "high-resolution" model is analogous to having a high-definition model of the planet's climate instead of a blurred picture.

The study was conducted by Sarah Kapnick, a postdoctoral research scientist in the Program in Atmospheric and Oceanic Sciences at Princeton University and jointly affiliated with NOAA's Geophysical Fluid Dynamics Laboratory in Princeton, and Thomas Delworth, senior physical scientist at GFDL.

The paper, "Controls of Global Snow Under a Changed Climate," was published online by the Journal of Climate Feb. 6.

CHURCH CRACKDOWN:China's Christians Alarmed Over Mounting Persecution

Christians and human rights advocates are alarmed over an aggressive crackdown on house churches in China, where the faithful are forced to call their gatherings "patriotic" assemblies or sent to prison where they can face torture, according to a new report.

Cases of the government persecuting Christians rose 42 percent last year, amid a three-phase plan by Beijing to eradicate the home-based churches, according to China Aid, a Texas-based human rights group. Experts say the Communist Party in China has long felt threatened by any movement that galvanizes a large sector of the population, fearing it could wield political clout. But the nation has become more systematically hostile to worshippers, according to Bob Fu, China Aid founder and president.

?There have been new tactics of persecution as well, especially with the government using secret directives and memos with long-term, step-by-step strategies to eradicate house churches,? Fu told FoxNews.com. ?This is very serious stuff.?

Last year, the government mounted a new three-phase approach designed to wipe out unregistered house churches by forcing them to join the official "Three-Self Patriotic Movement" and stop defining themselves as churches. The phase included having China's State Administration for Religious Affairs secretly investigate house churches and create files on them, the report found. The current wave of crackdowns, which began midway through 2012, is part of the second phase, according to Fu.

Fu said the government is using a wide array of subtle and ham-handed tactics to persecute Christians, targeting house church leaders and churches in urban areas.

?Instead of using law enforcement officials directly to attack churches, last year we found they used a softer approach,? he said. ?They used utility companies, service committees and neighborhood committees to terminate contracts with rental facilities and cut off electricity and water [to the churches].?

Those semi-official agencies, including industrial and commercial affairs departments, used various excuses to ?harass, interfere and ban? church services.

?In most cases, they did not take anyone into custody, or detain or sentence, and even if a person was in custody, he was quickly released,? the report found. ?The unrelenting persecution of Shouwang Church in the past nearly two years has been conducted in this manner. For example, landlords were pressured to terminate lease agreements with church members, church members who had purchased real estate were unable to take possession of them, church leaders were placed under house arrest and church members were evicted ? all of which was done to make it impossible for the house church to operate normally so that it would eventually disband.?

At least 132 cases of persecution affecting 4,919 Christians, including 442 church leaders, were reported last year, up from 93 cases and 4,322 Christians in 2011, respectively. The number of people detained (1,441) and sentenced (9) also increased from the year earlier, the report found.

A total of 62 cases ? the highest countrywide ? were reported in Beijing, according to the report, affecting 934 Christians, followed by 11 cases in Xinjiang in northwest China that affected 382 Christians. Fu said the systematic targeting of the estimated 80 million Christians living in China has become commonplace.

?It has almost become routine and that?s the danger,? Fu said. ?And when the Chinese government purposefully uses this kind of soft approach, the foreign media in Beijing won?t be able to report it and the government is essentially taking advantage of the passive obedience by the church folks. If it happened to other social groups, there would be large demonstrations.?

Fu said his most pressing goal is to educate the millions of people in the United States and China who are unaware of the rampant persecution.

?Many people, especially in China, don?t even know there are really hundreds and thousands of their fellow Christian brothers being persecuted,? he said. ?If a country like China shows it does not respect its own citizens and their most basic freedoms, we should be on alert and take more action from our side in the United States to advance that.?

Fu, a 45-year-old scholar and activist born in China, ran a house church himself in Beijing until he and his wife, Heidi, were arrested for doing so in 1996. He fled to the United States a year later and made national headlines last year while championing the plight of Chen Guangcheng, a blind lawyer and dissident who fled house arrest to take refuge in the U.S. Embassy in Beijing as then-Secretary of State Hillary Rodham Clinton arrived in Washington for talks with Chinese officials.

Fu described himself as Chen?s ?ambassador? at the time and was instrumental in China?s ultimate decision to grant Chen, his wife and the couple?s two children, U.S. visas in May. Chen, 41, remains in New York and speaks with Fu on a regular basis, he said.

Sentencing delayed for Alabama woman in cancer scam

WETUMPKA, Ala. ? Sentencing for a woman charged with lying about her son having cancer to raise money has been delayed until April.

The Montgomery Advertiser reports 23-year-old Stephanie Nicole Jones, of Titus, was supposed to be sentenced today but was hospitalized Wednesday night. Her attorney, Heather Dixon, did not say why Jones was hospitalized.

Jones in October pleaded guilty to a count of theft by deception and attempted theft of property by deception. District Attorney Kristy Peoples says Jones told others her son had cancer and several people and organizations in Elmore County held fundraisers to pay for the boy?s treatment. Authorities say the efforts raised more than $7,500 and Jones used some of it for a trip to Walt Disney World.

The woman?s sentencing is set for April 4.
