India complains to Beijing over treatment of diplomat (Reuters)

NEW DELHI (Reuters) ? India's foreign ministry complained to Beijing at a high level Monday, saying a diplomat was denied medicine to control severe diabetes and collapsed while offering consular assistance to two Indian citizens on trial in China's Yiwu city.

The diplomat, S. Balachandran from the consulate in Shanghai, was not allowed to leave the courtroom to treat his diabetes during a hearing that lasted for five hours. He then collapsed and was taken to a hospital for treatment, said an Indian government source who declined to be named.

"We have taken it up pretty strongly with the Chinese, that this is no way to treat a diplomat, that he should be allowed access to medication," the source said. But the source denied Indian media reports that the diplomat had been attacked by an angry crowd for defending the two businessmen on trial.

In New Delhi, China's diplomatic mission will be called to India's foreign ministry, the source said, while the consul general in Shanghai spoke with the government of Zhejiang province, where Yiwu is located.

Yiwu is a small city known for manufacturing and a commodities wholesale market that attracts traders from across Asia.

Although annual bilateral trade between India and China is more than $50 billion, the neighbors have a tense diplomatic relationship linked to a brief but bloody border war in 1962 over national boundaries which remain unsettled.

A DIY lamp may not sound like the most thrilling project on Earth, but the Luminch One is special. Not only does this hand-made light from Francisco Castro provide illumination -- the most important function of any lamp -- but it does so while looking beautiful and providing a level of interactivity missing from most household lighting solutions. Underneath the pixelated-looking paper shade is an LED bulb controlled by an Arduino hooked up to an IR sensor. Simply wave your hand over the top to turn it on and off. You can also control the brightness by holding your hand above the stylized beacon momentarily to engage the dimmer, then moving your hand up and down to set your preferred lumen level. Conflict minerals crackdown backfiring in Congo: U.N. (Reuters)

KINSHASA (Reuters) ? A U.S. crackdown on so-called "conflict minerals" in eastern Democratic Republic of Congo has backfired by pushing trade deeper into the hands of criminals, including at least one former rebel leader, a U.N. report said on Friday.

The finding underscores the difficulty faced by both the United States and Congo governments in choking off funding to eastern Congo's roving armed bands, believed responsible for thousands of rapes and killings of villagers.

In an effort to pressure Congo's rebels, the United States adopted a law last year requiring the Securities and Exchange Commission to write rules forcing companies to prove minerals they derived from Congo are "conflict free."

But the rules have not been finalized due to wide opposition from companies and industry groups, creating uncertainty that has led international trading firms to virtually stop all purchases from Congo.

"(This) has mainly led to a loss of production and increased criminality, which I think everyone would agree is not a great result," Gregory Salter, who worked as a consultant for the U.N. report, told Reuters.

Eight years after the official end of a war that killed more than 5 million people, Congo has struggled to tackle rebel groups and criminal elements within its own armed forces that haunt the densely forested east and enrich themselves on illegal mining.

Congo has some of the world's largest deposits of minerals including tin and coltan used in making cell phones and computers, but decades of conflict and corruption mean most of the population remains mired in poverty, a situation made worse by "conflict mineral" crackdown, the U.N. Group of Experts' report noted.

"This refusal (by international companies) to purchase untagged material left many exporters ... bereft of their main, or only customers, and therefore incomes," the group stated.

Congo exports dropped by around 90 percent following the decision by firms not to accept minerals from the region, mining officials told Reuters earlier this year

"(It) appears to have increased the need for fraudulent operators to seek or accept military assistance in their mineral smuggling operations," the report said.

A former rebel, who is now a general in the Congolese army, is implicated in illegal mineral trafficking, the group said.

Bosco Ntaganda, who is subject to an ICC arrest warrant for war crimes, controls the supply of minerals from the Congolese city of Goma into neighboring Rwanda, which has seen a rise in smuggling in 2011, the report said.

"The level of recorded domestic production of tin, tungsten and tantalum ores (in Rwanda) continues to be higher than industry analysts consider the real level of production to be... suggesting that material from the DRC is being smuggled into Rwanda, and then tagged as of Rwandan origin," the report said.

Mineral exports from Rwanda are expected to reach $150 million by the end of 2011, up from $118 million in the last financial year between July 2010 and July 2011.

Last month Rwanda returned more than 80 tonnes of minerals to Congo and Rwandan officials have told Reuters that the tagging system, which allows minerals to be traced back to their mine of origin, is working at "nearly 100 percent."

Congo's armed forces have faced repeated allegations of operating illegal mining rackets, and last year President Joseph Kabila suspended mining in the region for six months in an effort to demilitarize the industry.

Congolese Minister of Mines Martin Kabwelulu has dismissed accusations that the Congolese army were involved in illegal mining as "rumors" but said he backed the U.S. legislation to clean up the mining sector.

"For me the Dodd-Frank law is very good, because it stops the criminals from working," he told Reuters by text message.

Salter said improvements had been seen in some areas of Congo, notably northern Katanga, but that when the SEC rules are eventually announced they must allow legitimate trade from the eastern provinces, despite heavy militarization of the region and instability there.

"There's been a lot of progress made but the missing piece in the puzzle is establishing legitimate supply routes," he said.

New findings about the prion protein and its interaction with the immune system

ScienceDaily (Dec. 29, 2011) ? Scrapie is a neurodegenerative disease which can function as a model for other diseases caused by an accumulation of proteins resulting in tissue malformations (proteinpathies), such as Alzheimer's and Parkinson's disease. Many questions regarding these diseases still remain unanswered. A new doctoral study has uncovered a number of factors relating to the uptake of the prion protein (PrPSc) associated with the development of this disease and how this protein interacts with the immune cells in the intestines.

Scrapie in sheep belongs to a group of diseases called "Transmissible spongiform encephalopathies"(TSE) because they are transmitted between individual animals and produce sponge-like, degenerative changes in the brain. These diseases afflict not only sheep but also cattle (BSE), deer (CWD) and humans (CJD). They can to a certain extent also be transmitted between species, as was the case during the 1990s, when over 200 people were infected by food and contracted CJD.

TSE, otherwise known as prion diseases, are thought to be transmitted by means of a diseased variant of a protein, the prion protein, which is a normal component of body cells and is most prolific in the brain. Generally speaking, prion diseases may be infectious, hereditary or occur sporadically/spontaneously. Disease arises when the normal prion protein mutates to the diseased variant, which differs from the healthy prion proteins by its change in structure. The body's cells have difficulty in breaking down this prion protein due to its different structure, and it therefore accumulates.

SInce PrPSc is to be found in the lymphatic tissue of the intestinal system at an early stage of the disease, it is assumed that transmission occurs via the gastrointestinal tract. During her doctoral research, veterinary scientist Caroline Piercey ?kesson studied the uptake of the prion protein in the intestines, thereby throwing new light on processes occurring during the early phase of the disease's development. Contrary to earlier assumptions, she demonstrated by means of immunoelectron microscopy that the prion protein responsible for the disease is not transported directly from the intestines to lymphatic tissue associated with the intestines. On the contrary, she showed that the protein passed freely or in lymphatic cells outside the organised lymphatic tissue in the intestines.

Dendritic cells are presumed to function as "gatekeepers" which determine what the body can tolerate and which immune defence reactions it needs to instigate when confronted with foreign substances. One of the objectives of ?kesson's project was therefore to examine the interaction of dendritic cells with prion protein uptake. Firstly, it was necessary to characterise dendritic cells in healthy sheep intestines and secondly, to investigate which types of cells were associated with the uptake of the prion protein.

Her findings showed that it was not dendritic cells, but macrophages, which were mainly responsible for the uptake of the protein. ?kesson's study revealed that the prion protein makes use of the normal physiological uptake channel for macromolecules in the intestines and that this may have a significant effect on the body's immunological surveillance system. One possible consequence is that immuno-tolerance is stimulated, thus impeding a normal immuno reaction against the prion protein absorbed via the intestines.

Future studies which can reveal how immunological cells are transported and how the prion protein is processed in the body will be of great interest, not only in order to provide more knowledge about scrapie, but also about other neurodegenerative proteinpathies, both in humans and animals.

Cand.med.vet. Caroline Piercey ?kesson defended her doctoral thesis on 20th December 2011 at The Norwegian School of Veterinary Science. The thesis is entitled: Studies on the uptake of prions and their early interaction with immune cells of the sheep gut.
